The clubby atmosphere, dry martinis, and very, very expensive US Prime steaks make Roosevelt Steakhouse a de facto playground for Shanghai's cigar-chomping elite. The menu is traditional power restaurant fare -- tableside Caesar salads, creamed spinach, medium-rare ribeye -- done well. Deliciously elite.
