Job Description

BRIEF JOB DESCRIPTION

An opportunity to be part of the team who, in 2023, will deliver the Malha Óptica Project for one of SBSS’s highly regarded telecom customers. This telecom cable installation project is sited in Brazil and involves the simultaneous installation and burial of approximately 100km of submarine cable and numerous branching units. The Brazilian waters operational phase of the project has a five-month duration.

The position of Malha Óptica Project QHSE Manager can be either Full time, or Part time, for the duration of the 2023 Project. For the right candidate who will work closely with both the Project Manager and the SBSS QHSE Manager, there will be the opportunity of further project appointments on completion of the Malha Óptica Project.

The post is available immediately and the work has a ten to twelve-month duration. January 2023 to December 2023.

YOUR PROFILE

We are looking for an exceptional candidate who has knowledge of Brazilian Regulatory standards (also known as NR) that regulate and provide guidance on mandatory procedures related to occupational safety and health in Brazil. A knowledge of the maritime industry in Brazil and prevailing QHSE Standards for offshore vessels would be ideal as would previous work experience on Brazilian offshore projects.

Typically you will be familiar with marine offshore work in the Oil & Gas industry. You will also be familiar with producing Project documentation such as Quality Plans, Method Statements, Project QHSE Status Reports, Risk Logs and Incident Reports.

You will be willing to be based in Shanghai China but also, should the need arise, be willing to travel to Brazil in advance of, or during, project execution.

You will be fluent in English and have a working knowledge of Portuguese. You will have good interpersonal skills and work well in a team environment.

DUTIES & RESPONSIBILITIES

The Malha Óptica Project QHSE Manager is responsible to assist the Senior Malha Óptica Project Manager / Malha Óptica Project Manager for development, implementation and monitor the Project QHSE plan to ensure its compliance with the Company QHSE management system, ISO9001, ISO14001, ISO45000 standards, ISM code or other standards required by the Customer.

  • To plan and develop a Malha Óptica Project QHSE plan that meets the Company QHSE management system, ISO9001, ISO14001, ISO45000 standards, ISM code and other standards required by the Customer.
  • To prepare, develop and implement the Malha Óptica Project QHSE documentations in line with the Company QHSE management system, ISO9001, ISO14001, ISO45000 standards, ISM code and other standards required by the Customer.
  • To plan, coordinate and ensure the effectiveness of internal and external vessel audits/inspection.
  • To monitor and ensure the Malha Óptica Project delivery compliance with all quality, health and safety environment legislation.
  • To ensure that all Malha Óptica Project hazardous activities are analyzed and required preventive measures are implemented.
  • To perform safety surveys and inspections, prepare written reports of findings and recommendations for corrective and preventative measures, and follow up on task completion during the Malha Óptica Project implementation.
  • To identify best practices and lead continuous improvement initiatives to reduce work process risks, raise safety awareness and improve safe work practices during the Malha Óptica Project implementation.
  • To coordinate with HR on compliance with Malha Óptica Project QHSE training requirements.
  • To participate in Malha Óptica Project, Contract, and Safety Meetings.
  • To establish Reporting & Recording environment to gather Malha Óptica Project incident data, and to ensure timely reporting of HSE parameters to relevant stakeholders
  • To analyze the Malha Óptica Project Incident data and Identify trends, and provide Recommend actions to avoid Incidents 
  • To ensure management of all Malha Óptica Project hazardous waste and maintain records of the same.
  • To ensure the Malha Óptica Project implementation compliance with Occupational regulations and standards, contractual requirements and environmental regulations.
  • To Develop and implement efficient Malha Óptica Project operations emergency response plans and ensure compliance with regulations.

Requirements

  • Strong communication and interpersonal skills. Ability to communicate effectively with all levels of staff & leadership and influence, both verbally and in writing.
  • Bachelor's degree in a related area and / or equivalent experience/training.
  • Ability to use discretion and maintain all confidentiality
  • Ability to work unsupervised, make decisions and take responsibility
  • Written, spoken and reading English ability
  • Working knowledge of the Portuguese language preferred
  • Advanced analytical / problem-solving skills
  • A willingness to travel for project-related requirements
