Tony Roma's is part and parcel of the Shanghai Center, home to the Ritz-Carlton, smoothie and sandwich chain Element French, French chain bakery Paul, imported food supermarket City Shop, and other expatriated comforts. It's an average BBQ rib chain, with burgers and the like, that serves the same need -- a lack of surprises and a dose of Western life -- at inflated prices. Lunch specials, however, are good value.
