For [at least] August, September, and October 2016, the Belgian dudes from Mr. Waffle are selling Belgian ice cream and waffle cones from a little stand on Donghu Lu. They also have sandwiches on Thursday, Friday, and Saturday nights. Cones are 25rmb for a single and 35rmb for a double. They can dip the rim of the cone in chocolate or marshmallow, and they offer toppings like sprinkles, marshmallows, and peanuts. Solid, European-style ice cream without the long queue you might find at other spots.
