The Huangpu District branch of the Entry Exit Bureau. Pudong's 1500 Minsheng Lu, is at the top of the chain of command and has the most power, but the smaller branches exist too. They handle foreigner visas and residence permits. For special cases, still best to visit Pudong. The crowds are much smaller than the main location. Be aware, all the Entry Exit Bureaus take a TWO HOUR long lunch break from 11.30am to 1.30pm, so bring a book.
