Unless you're a student or you work in a government body, this probably won't apply to you, as it is directed at some universities and government institutions. Private companies can comply at their discretion. So, as ever, check with your HR person and maybe don't start the sentence with "I'm not coming to work on Monday because WeChat said I don't have to."
