Meiwenti does this every year, encouraging amateurs to get together and make short films. They provide expertise and help along the way, and it's free. You don't need to know anything about how to make a film. All you need are friends to star in your production and help you with the filming and carrying. Or if you're a DB with no friends,
Meiwenti will stick you in a team with other friendless DBs and you can all make a movie together.
There are some other rules, certain things you have to put into the film in order for it to qualify. Usually they give all contestants one awkward line of dialogue plus some props that must be included. It's just to mess with you and make things more fun. On December 14 they screen all the movies and give prizes out to the best.
